The bill would replace legislation that has been in place for 20 years and bring Mendoza’s oil and gas regulations in line with the major operational, technological and regulatory changes that have reshaped the industry. It introduces new tools for setting royalties and investment commitments, incentives for mature fields, a framework for unconventional development in Vaca Muerta, and stronger environmental requirements.

Mendoza awarded the Río Atuel and Atuel Exploración Sur areas to Petroquímica Comodoro Rivadavia and Hattrick Energy through an international and domestic competitive bidding process. Together, the companies committed $6.134 million to seismic studies, well work and new exploratory drilling.
Mendoza Energy and Environment Minister Jimena Latorre sat down with Shale24 Director Julián Guarino at the Mendoza Energy Summit 2026 to discuss the province’s new hydrocarbons bill, investment strategy, growing oil and gas activity, renewable energy expansion and the infrastructure needed to support Mendoza’s next stage of development.
The Atamisqui and El Manzano areas were awarded as part of a bidding process launched in late 2025 under Mendoza’s continuous bidding model. The 25-year concessions include seven new wells, 58 interventions on existing wells, investment guarantees and strict environmental requirements.
Planning, regulatory compliance, environmental requirements and legislative support were among the key pillars highlighted by Mendoza’s Mining Director. Shantal emphasized the progress made by the province to provide predictability, legal certainty and the conditions needed for the sustainable growth of the mining industry.
